 Lima is the capital of Peru, a South American country renowned for its rich cultural heritage and landmarks like Machu Picchu. Flores tragic death on March 16, 2025, has intensified calls for stricter security measures and led to a state of emergency in the capital.



Who Was Paul Flores?

Paul Hambert Flores García, affectionately known as “El Ruso,” was born in 1986, making him 39 years old at the time of his death. He was the celebrated lead vocalist of the renowned Peruvian cumbia band, Armonía 10. The band, originally from Piura, is famous for its romantic and melancholic style of cumbia, blending traditional Peruvian rhythms with modern tropical influences. Over the years, Armonía 10 has gained a loyal following across Latin America, producing numerous hits that depict themes of love, heartbreak, and life struggles.

Flores’ deep, emotive voice and charismatic stage presence played a key role in the band’s success, making him a standout figure in the Peruvian cumbia scene. The Assassination: How It Happened

On the night of March 16, Flores and his bandmates were travelling to a scheduled performance in Lima when armed assailants ambushed their bus. During his assassination,the attackers opened fire, fatally shooting Flores while leaving his bandmates unharmed. He was rushed to the hospital but succumbed to his injuries. Reports suggest that the attack may have been linked to extortion threats against the band, which had previously been targeted in a December attack.

Government’s Response and A State of Emergency in Lima

Following Flores’ murder and an overall spike in violent crimes, Peruvian President Dina Boluarte declared a 30-day state of emergency in Lima and the neighbouring province of Callao. The decree suspends certain civil liberties, such as freedom of assembly and movement, allowing law enforcement and military personnel to make arrests without judicial warrants. Over 1,000 soldiers have been deployed to reinforce security in key locations.

Flores’ assassination is just one of many violent incidents that have gripped Lima in recent months. Between January and mid-March 2025, 459 homicides were recorded in the capital, with an additional 1,909 cases of extortion in January alone. This surge in crime has fueled public frustration, leading opposition lawmakers to push for a vote of no confidence against Interior Minister Juan José Santiváñez, accusing him of failing to control the violence.
