The OAGF says newly recruited federal workers will enter the IPPIS payroll after their personnel records and pay details pass a new verification chain.
The Office of the Accountant-General of the Federation has introduced stricter IPPIS payroll checks for newly recruited federal employees seeking admission to the Integrated Personnel and Payroll Information System. The process applies immediately to ongoing and future payroll admissions, according to a statement issued in Abuja on Monday by OAGF Director of Press and Public Relations Bawa Mokwa. NAN’s report reproduced the statement.
The directive places each new employee’s file through checks by the recruiting ministry, department or agency (MDA) and the OAGF before payroll entry. Punch reported that MDAs will validate appointments and personnel records, while Channels Television also detailed the sequence.
For a new hire, the practical distinction is between receiving an appointment and completing the payroll checks. The OAGF’s process gives the employing MDA responsibility for confirming the hire and submitting the supporting records; the Accountant-General’s office then checks pay details and approves admission after validation.
What do new federal workers need for IPPIS payroll checks?
The process begins with the MDA’s nominal roll, the official staff list used to manage its personnel and budget. A new recruit must appear on the relevant roll and meet the agency’s validation and eligibility requirements before the MDA sends a payroll request to the OAGF.
The request must include the recruitment approval and appointment letter, along with applicable waivers and other supporting documents. The statement also identifies personnel records for the employee. For a new hire, those papers give the OAGF a route to check that the appointment, grade and proposed pay match the agency’s approved records.
Applicants should work through their human resources unit and payroll validation officer. The directive assigns the MDA responsibility for gathering and checking the file, so the agency’s HR team can confirm the current document list and the right submission channel.
Who checks a new employee’s federal payroll file?
After the MDA sends its request, the OAGF checks the employee’s personal and appointment records, salary structure, grade level and step, allowances and other financial entitlements. It also reviews pension-fund administrator details, the employee’s pension identification number, National Housing Fund registration and tax records.

These checks connect an employee’s appointment to the salary, allowances and statutory deductions recorded in the government payroll. A pension identifier, for example, links the worker to pension administration, while the grade and step determine the salary point used for the calculation.
Each file then moves through four MDA sign-offs: the Accounting Officer, Director of Human Resources, Director of Finance and Accounts, and Payroll Validation Officer. The endorsed documents return to the OAGF for final review.

When does IPPIS add a new worker to payroll?
The OAGF’s approval comes after it validates the documents and the Accountant-General authorises admission. That sequence means a file passes through the MDA’s checks, OAGF verification, MDA endorsement and final approval before the worker appears on payroll.
The agency says incomplete or inconsistent records go back for correction, with the employee’s admission deferred until the required checks are complete. That makes the MDA’s document review important: a missing approval, mismatched grade or incomplete pension detail can send the file back through the process.
What the new federal payroll process means for recruits
New employees should ask their MDA’s HR and payroll teams which recruitment documents and personal identifiers their file needs, then check that their details match across the appointment letter, personnel record and statutory registrations. They can request status updates from their agency as the file moves through validation.
The OAGF describes the procedure as applying to payroll admissions underway and those that follow. Its stated scope covers newly recruited workers entering the payroll process.
FAQs on IPPIS payroll checks
Do new federal workers need an appointment letter for IPPIS?
Yes. The MDA submits the appointment letter with recruitment approval and other supporting records as part of the OAGF payroll request.
Which pension details does the OAGF check?
The OAGF checks the employee’s pension-fund administrator information and pension identification number, alongside National Housing Fund registration and tax records.
Who approves a new federal employee’s payroll admission?
The Accountant-General of the Federation authorises admission after the OAGF validates the file and the MDA completes its required sign-offs.
What happens when a payroll file has a mismatch?
The MDA or OAGF sends the file back for correction, and payroll admission follows once the required records pass validation.
