Ex-minister Useni was born on February 16, 1943, in Langtang, Plateau State. Useni pursued military education at institutions such as the Indian Military Academy and the British Army Apprentices College in Chepstow, UK. He furthered his training at the Command and Staff College, Jaji, and the National Institute of Policy and Strategic Studies, Kuru, Jos.
Military career
His military career started when he enrolled in the Nigerian Military School, Zaria. He furthered his education at prestigious institutions, including the Indian Military Academy and the British Army Apprentices College, Chepstow. His diligence singled him out and he rose to the rank of Lieutenant General in the Nigerian Army and served as the Quarter-Master General.

Political Prowess
In January 1984, during Nigeria’s military era, Useni was appointed as the Military Governor of the then Bendel State (now Edo and Delta States) which ended in August 1985. His leadership during this time reflected his administrative prowess. He was a Minister of FCT under General Sani Abacha’s regime from 1993 to 1998. He played a significant role in shaping Abuja’s infrastructure and urban planning, contributing to the development of Nigeria’s capital.

When Useni left the military and transitioned into democratic politics, he became the Deputy National Chairman (North) for the All Nigeria Peoples Party (ANPP) in 2003. Useni was supposed to succeed General Abacha but he was forced to taste the bitter flavour of politics when Major-General Abdulsalami Abubakar was promoted to a four-star General above him and made the Head of State and Commander-in-Chief of the Armed Forces. It was a bitter experience for Useni, just when he was closest to capturing the position of the most powerful man in the land. However, despite these controversies, he maintained his composure and continued his public service.
